Indian refinery prompts Cairn rethink

Political support for a new 180,000 b/d refinery in India’s northwestern Rajasthan state has put pressure on producer Cairn India to rethink its infrastructure plans. Dehli has approved state-controlled refiner Hindustan Petroleum’s (HPCL) 373bn rupee ($6bn) plan to build a refinery at Barmer, with the ruling Congress party eager to speed up the project to boost support before state elections later this year (WPA, 22 March, p6). The refinery will need all its crude from Cairn India’s fields in Rajasthan to make it economically viable, HPCL says.
