Chief parking adjudicator Caroline Sheppard tells Geoff Dudley why her tribunal's new name more accurately reflects its role. From 31 March 2008 the National Parking Adjudication Service (NPAS) will cease to exist. On that date it will become the Traffic Penalty Tribunal (TPT). Chief parking adjudicator Caroline Sheppard says the new name not only indicates a widening of the NPAS role, but is also designed to clarify the nature of its work in dealing with penalty charge notice (PCN) appeals. Considerable thought and consultation went into choosing the new title, says Sheppard. This was largely influenced by the findings of a study by Professor John Raine and Eileen Dunstan of Birmingham University.
