By the time you read this, a final decision will have been made to close the salmon troll fishery from Cape Falcon (Oregon) to the Mexican border. Not that there was much doubt earlier. The Pacific Fishery Management Council had no other legal optionthan to kick fishermen off the water in an attempt to protect what's left of a collapsed Sacramento River run. As it stands now, the only salmon taken commercially off the Mid-Coast will be as incidental catch by Pacific whiting trawlers — an irony notlost on small-boat fishermen.
