'THE STATUS QUO IS A DEFINITE POSSIBILITY'

Can over-quota tariffs deflect GATT's threat to marketing boards? As Canada exports about 50 per cent of its agricultural output, it has a vital stake in a well functioning, rule-based international marketplace. Thus Canada has been a strong supporterof the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO) formed as a result of the Uruguay Round of Multilateral Trade Negotiations. Marketing boards-of which Canada has more than 100, ranging in size from the tiny Ontario Asparagus Marketing Board to the massive Canadian Wheat Board-play an important role in the country's agriculture. The impacts of the Uruguay Round on these boards, however, is not unique to Canada, since other GATT signatory countries will have toabide by the same rules and disciplines.
