Development of an In-Vehicle IR Unit and In-Vehicle Tag - by Toshio Minakata, Mitsuo Sugimoto, Hitoshi Hirata and Hideaki Shiranaga - Based on the Intelligent Transport System (ITS) concept, Japan's National Police Agency (NPA) is promoting ten subsystems including the Public Transportation Priority System (PTPS) and the Mobile Operation Control System (MOCS) as the next-generation traffic management systems (UTMS). These systems use infrared beacons as their key infrastructure. Under the direction of the NPA, Sumitomo Electric has pursued the development and practical application of these subsystems, and has developed a compact, low-cost, application-specific in-vehicle IR unit that enables two-way infrared communication with Infrared beacons. Infrared beacons are the key devices for realizing the various services of PTPS and MOCS. Under the direction of the NPA and the Osaka Prefectural Police Headquarters, we have also developed an in-vehicle IR tag that serves as an in-vehicle IR unit for uplink, has good portability, can be easily installed in any vehicle, and operates on batteries Operation of the PTP System and Bus Location System that use these in-vehicle devices has begun at the Osaka Prefectural Police Headquarters, the Nankal Electric Railway Co., Ltd. and other locations.
