In the past decade, China's exponential growth in scrap imports has outpaced its ability to regulate them. The fledgling status of China's regulatory system has been one obstacle. Time has been another. "In ten years, we had to accomplish what the U.S. did in fifty years," says an environmental regulator in Beijing. "I think we've done a good job, though there's still a lot to do." China plans "to do" two things regarding scrap imports: First, it seeks to end the importation of electronics scrap and other potentially hazardous materials into China. And second, it is determined to more accurately assess and enforce duties on imported scrap.
