Developing common data-crunching tools will be the next step in the Pentagon's initiative to empower its uniformed intelligence analysts around the world. If the plan works, analysts at Distributed Common Ground/Surface Systems (DCGS), the compatible databases the U.S. is setting up from Langley, Va., to Iraq and Afghanistan, would be able to log onto secure networks and process intelligence with online tools. For now, each military branch develops its own tools and, for the most part, installs them on individual computers. Moving to Web-based services will require Pentagon officials to draft air-tight contracts and agreements; build trust among the military services; and assign funding responsibilities.
