Early in the conference,the compliance officer will begin to detail his or her preliminary findings.The compliance officer will discuss all situations that were noted as being unsafe or unhealthful and explain all apparent violations for which a citation may be recommended and issued.For some of the conditions or practices the compliance officer believes to be hazardous,a citation may not be recommended.It may be that the matter was extremely minor,that there was no exposure,that there was no pertinent standard in place and that a violation of section 5(a)(l)of the Occupational Safety and Health Act(the "general duty clause")was not applicable.
