THE NAA IS A REGION OF the Russian Federation situated almost entirely beyond the Arctic Circle. The raw mineral complex is a determining factor in the region's social and economic development: the production of oil accounts for more than 90% of its overall industrial output. Considering the even greater hydrocarbon potential of the shelves of the Barents and Pechora seas, and the region's favorable geographical location, the Nenets Autonomous Area has every chance of becoming a staging area for developing Russia's Arctic shelf.
