Russian state-controlled Rosneft issued a statement Thursday saying it is subject to no bans on dollar payments for its crude deliveries. It said such restrictions were issued by the Federal Court of the State of New York on Feb. 8, but were lifted on Feb. 17 after the company argued its case before the court.
