Anxious that Ugandan exploration licenses may expire before it can start to operate, France's Total is negotiating to secure extensions amid an ongoing tax dispute that has delayed its upstream debut in the country for nearly a year. Having struck a deal in early 2010 to join Tullow Oil and China National Offshore Oil Corp. (CNOOC) in a threeway joint venture to develop 1 billion barrels of oil on three blocks in Uganda's Lake Albert area, Total is concerned that the project is no longer the same as originally agreed.
