Natural Gas Regulation: Certificates of Public Convenience and Necessity Dominion Transmission filed a request to amend its certificate of public convenience and necessity to construct a compressor station in the Town. FERC conditionally approved the certificate in December 2012 requiring Dominion to show compliance with Clean Air Act emission regulations and for Dominion to get a permit from the Maryland Department of the Environment (MDE). After complying with all of the conditions, FERC issued the certificate and Dominion constructed the facility. The compressor was part of a larger project designed to increase Dominion's natural gas storage and firm transportation capabilities. Plaintiffs are a non-governmental organization and several individuals who live in the Town where one of the two planned compressors are located. They participated in the public hearings regarding the approval of me certificate.
