With 25 mn bpd,or almost 30% of the world's crude distillation capacity,Europe constitutes the most important refining region in the world.At a time,though,when much of the rest of the world is engaged in a rush to increase capacity (see 'The Month in Brief,passim),Europe is lagging well behind in terms of its current expansion plans.
