Whether it's pipelines, oilsands projects, LNG exports or heavy oil sales in Europe, energy development is today more political than ever because, in an increasingly crowded, carbon-restricted world, everyone wants to have a say. So CAPP has responded by hiring Tim McMillan, a Saskatchewan farm boy who comes with the usual bag of tricks the oilpatch prizes so highly: good work ethic, mechanical aptitude, common sense. But it's McMillan's public service experience rather than industry expertise that CAPP's board of governors was really after. David Collyer, the outgoing president, was a former Shell Canada country chair when he took the reins in 2008, and he did a top-notch job. But the promise that McMillan brings, if he is successful, is to connect the industry with its largely silent base of support in Canada.
