Will much change after the climate change conference?

The third conference on climate change, known as COP3*, held in Kyoto during December, achieved significant agreement on emission reduction targets, even for the main energy users of Japan, the USA and the EU. However, the question of how toachieve the targets through, for example, emission trading regimes, sanctions and a greater use of nuclear power, is to be left to later conferences.
