Who benefits from anti-dumping duties?

When it comes to the imposition of antidumping duties on Chinese-manufactured products, we have to question what impact this really has. News that the European Commission has imposed a 20.6% duty on Chinese alloy wheels once again brings into question the benefits as well as the downsides of such actions. Of course, it depends on the product area and on the size of the home manufacturing base that the EU (or any other country for that matter) is trying to protect, but for many it is already too late. Such is the grip that Chinese producers already have on some product areas that although extra duties may give breathing space to what is left of domestic manufacturing elsewhere, they cannot significantly revive it because so much of that home-grown capacity has been lost. This is especially true at the budget end of the product spectrum.
