P To provide a privilege issuance proxy system for issuing a request to issue a privilege to a customer who visits a specific store. PSOLUTION: In the privilege issuance proxy system, a privilege issuance proxy center receives content of the privilege and designation of the store issuing the privilege from a privilege issuance requester and transmits the privilege issuance request including information about the privilege issuance requester and the content of the privilege to a store terminal installed in the designated store. The store terminal having received the privilege issuance request issues the privilege of the privilege issuance requester designated in the privilege issuance request. The store terminal transmits privilege issuance results to the privilege issuance proxy center. The privilege issuance proxy center creates Bill data for the cost for the privilege issuance to the privilege issuance requester based ON the privilege issuance results.
