Denying depb benefits for rubber mats is unfair

The DGFT, by a circular No: 18, has withdrawn the DEPB without notice or without calling for the views of the trade or even the CAPEXIL which represents the Rubber Products Panel. This has come as a shock to me as there was no need for such precipitative action. There was no appreciation of the fact that this product is being manufactured exclusively by the MSMEs and is against the objective of the Government of supporting this sector which is highly labour-oriented. Many exporters had to renege on their contracts and the Brand India image has suffered immensely.
