New York backs offshore wind, despite rising costs and cancellations

After weeks of uncertainty in the US offshore wind market, October 2023 saw New York State reaffirm its commitment to offshore wind with the largest state-level investment in renewable energy in US history and an action plan designed to regain lost ground. Days after the New York State Public Service Commission (PSC) denied petitions filed by offshore wind developers seeking billions of dollars in additional funding for four offshore wind projects, Governor Kathy Hochul announced three projects with a combined capacity of more than 4 GW had been awarded contracts in the states latest solicitation. At about the same time, New York Energy Research and Development Authority (NYSERDA) president and chief executive Doreen Harris said the state is 'more committed than ever' to its green energy plan, despite recent developments (see box). The projects announced by Governor Hochul in late October 2023 include: Attentive Energy One (1,404 MW) developed by TotalEnergies, Rise Light Power and Corio Generation; Community Offshore Wind (1,314 MW) developed by RWE Offshore Renewables and National Grid Ventures; and Excelsior Wind (1,314 MW) developed by Vineyard Offshore (Copenhagen Infrastructure Partners).
