NFPA 1561 provides IMS guidance

The incident management system (IMS) adopted by any jurisdiction must be used at every incident to which the local fire service responds. As operations become larger and more complex, the IMS expands to meet incident needs; NFPA 1561, Emergency Services Incident Management System, provides a system for handling incidents of all types and sizes. Even at the smallest incident, however, the person in charge is the incident commander (IC).
