When Gary Mayor Scott King looks at the calendar and at the city's 1996 murder rate, he quickly looks for something wooden to knock on. Not superstitious by nature. King is willing to do whatever he can to reduce the murder rate, which has dropped by more than 20 percent this year from last. As of Aug. 11 th. the city has logged 55 murders, 19 fewer than this time last year. The incidence of other crimes has dropped in the city as well. Last year. 131 people were murdered in Gary, which has a population of 116.000; that's one murder every two clays and 19 hours. During July and August, the rate escalated to one murder every 46 hours.
