The biographers of D. I. Mendeleev, while emphasizing the encyclopedic character of his creative activity and focusing their attention on two most significant aspects-physicochemical and socio-economic, often raise the question of why he was concerned with the socio-economic problems to which he devoted much of his efforts and time: Mendeleev called this trend in his activity "the third (in addition to his scientific and pedagogical work) service to his Motherland" [1].
