THE OBAMA administration proposed a plan that would cut carbon dioxide emissions from existing power plants by 30 percent by 2030 and could accelerate the nation's shift away from coal. The U.S. Environmental Protection Agency (EPA) plan is President Obama's largest climate effort so far.
