Some years ago, there was some research done on both circumcised and uncircumcised males in Uganda, which suggested that circumcised men were less likely to transmit or contract HIV. While the validity of this work has been supported and questioned by both pro-cut and anti-cut lobby groups respectively, facts would suggest that circumcision is not the panacea to this African pandemic.
