Challenges in the education system currently facing EU countries are numerous, interrelated and complex. The consequences of the global financial crisis are felt in all Member States of the European Union. The impact of the financial crisis, but also other factors such as demographic change, (which in turn affects every level of education), the structure of education, (duration of each level of education), participation rates of pupils / students, had repercussions both on general budget and on the annual expenditure on public and private educational institutions per pupil / student as well as other indicators. Regarding the participation of adults in education and training, a survey conducted by the Adult Education Survey (AES) revealed that there are three factors that affect non-participation: lack of necessary time conflict with the schedule and high costs. In terms of the dynamic education system, for positioning Romania in the European context we have proposed a total of four indicators considered by us to be relevant, namely: the 2011 EU budget expenditures, teacher I student ratio in primary education, annual expenditure at the public and private educational institutions per pupil / student and lifelong learning (percentage of population aged 25-64 participating in education and training).
