Foods that cross borders are foods subject to special considerations. We often think of the hurdles to overcome when crossing international borders, but there are also hurdles when crossing provincial borders. Meat, fish and agricultural products subject to the Canada Agriculture Products Act and its many subordinate regulations are required to be produced in federally inspected facilities. Those that are not may not be shipped across provincial or even international borders. Products such as beef chili and canned peaches need to be produced under federal inspection in federally registered facilities in order to cross borders, whereas products like baked goods and confections do not. It gets even stranger. Sauerkraut with wine is free to cross borders, whereas sauerkraut with preservatives needs to be made in a federal establishment. Classifying foods for this kind of jurisdictional purpose is not always easy, but it is important.
