XCEL COMPANIES PLEAD FOR FERC TO TIGHTEN FILING REQUIREMENTS FOR SECTION 4 MARKET-BASED RATE APPLICATIONS

Northern States Power Co.-Minnesota, Northern States Power Co.-Wisconsin and Southwestern Public Service Co. (jointly as the Xcel Energy Companies), with supplemental comments filed last week, took another stab at the 6/2/10 application of Northern Natural Gas Co. (CP10-449) requesting authority to increase the certificated firm storage capacity at its Redfield storage field and to charge market-based rates to a single shipper. Northern negotiated one precedent agreement governing firm storage service for a 20-year term. The Xcel companies’ supplemental comments reflect a new push to have the Commission clarify its requirements of petitioners seeking market-based rate authority for storage, after, on December 2, Northern responded to additional requests of the Office of Energy Projects (OEP) for information.
