TRANSCANADA'S RESPONSE TO CRITICS OF ITS MAINLINE FINAL 2011 RATES ARGUES THAT ONLY THE MAINLINE SETTLEMENT GUIDELINES ARE RELEVANT AND OTHER ISSUES ARE IRRELEVANT AT THIS TIME
TransCanada Pipelines Ltd. responded to critics of its recent application for Mainline Final 2011 Tolls recently filed at the National Energy Board (NEB or Board) of Canada. The pipeline company stressed that parties expressing opposition represent less than 10% of current Mainline firm demand charges. TransCanada urged the Board to summarily reject attempts to turn a straightforward application, made in accordance with an existing NEB-approved settlement, into an omnibus rate case. The only relevant issue raised by the opponents, in TransCanada's opinion, is the applicability of the Mainline Settlement. The "full review" advocates purport to justify their positions with extensive comments on issues that are in fact "irrelevant" to the matter that is before the Board in this proceeding.
