Commission Approves Texas Eastern’s TEAM 2014 Project and Denies All of ConocoPhillips’ Demands and Protests Regarding the Project

On Feb. 11 the Commission issued a certificate to Texas Eastern Transmission LP (CP13-84) to construct its $520 million Texas Eastern Appalachia to Market 2014 (TEAM 2014) project, which consists of 33.6 miles of new 36-inch diameter pipeline loop and compression station upgrades designed to provide bidirectional flow along the company’s facilities1 and a total of 600,000 Dth/d of additional incremental transportation service to markets in the Northeast, Midwest, Southeast, and Gulf Coast (See FR Nos. 2939, pp30-34; 2947, pp12-15). The estimated total cost of the project is $519,736,638. The Commission also approved the pipeline’s related request to abandon compressor capacity as part of the upgrade to boost overall transmission capacity. Outright, the Commission denied ConocoPhillips’ request for an evidentiary hearing, denied the shipper’s 4/5/13 protest and the supplemental 1/28/14 pleading -- including its request for monetary restitution.
