Environmentalist/Conservation Organization In Pennsylvania Calls For Programmatic Environmental Impact Statement Analysis of Tuscarora Lateral and Related Gas Infrastructure Projects

The Allegheny Defense Project, based in Pennsylvania, launched a lengthy and detailed attack on the environmental underpinnings of the Tuscarora Lateral Project that is the subject of a pending joint application filed with FERC by Empire Pipeline and National Fuel Gas Supply Corp. (CP14-112). The protester declared that the Tuscarora Lateral Project is a “major federal action” that requires the preparation of an Environmental Impact Statement (EIS). The scope of the EIS should include not only the Tuscarora Lateral Project, but also the Niagara Expansion Project, Northern Access 2015 Project, and Central Tioga County Extension Project at a minimum. Whether FERC looks at the Tuscarora Lateral Project alone or in conjunction with these other projects, it must prepare an EIS “because the proposed project(s) may significantly affect our environment.”
