Tres Palacios Gas Storage Stands Firm on its Proposal to Reduce its Authorized Working Storage Capacity

On Jan. 22 Tres Palacios Gas Storage LLC (TPGS) (CP14-27) filed both an answer to protests and an answer in opposition to a request to hold a proceeding in abeyance, defending its contested effort to reduce the authorized working natural gas capacity “on paper” at its underground natural gas storage facility in Markham, Texas. The storage company wants FERC to allow it to abandon up to 22.9 Bcf from a total certificated capacity of 57.26 Bcf of its underground working gas storage capacity, which would lower its operating costs and secure its economic viability, but also lower its payments to Underground Services Markham LLC1 (USM) and Riverway Storage Holdings, LLC2 (See FR No. 2984, pp21-23). USM and Riverway, protestors in the proceeding, charge that the abandonment request is “not based on actual demonstrated capabilities of the project, public safety concerns, or a meaningful abandonment of project capability.”
