Spectra Pipelines Propose Construction-and-Lease Project Targeting New York City and New Jersey Markets; Opposition Continues in New Jersey

Spectra Energy Corp. announced on 12/20/10 the filing at FERC of plans to expand its system in order to transport new natural gas supplies to high-demand markets in northern New Jersey and New York City.1 The next day, Texas Eastern and Algonquin Gas Transmission (CP11-56) formally filed under section 7 of the Natural Gas Act (NGA) to construct and operate the New Jersey-New York (NY-NJ) Expansion. The 800 MMcf/d of project capacity is fully subscribed on a firm basis by Chesapeake Energy Marketing Inc., Consolidated Edison Co. of New York Inc. (Con Edison), and Statoil Natural Gas LLC. The project would cost an estimated $850 million and is anticipated to be in service by November 2013.
