The events of 9/11 spurred much change throughout the public safety industry in the United States. One major change involved the creation of a national incident management system (NIMS). Its implementation officially began when President George W. Bush issued Homeland Security Presidential Directive #5, which directed the emergency response community to "enhance the ability of the United States to manage domestic incidents by establishing a single, comprehensive national incident management system."
