In a Sept. 8, 2004, letter to the Nation's governors, the Secretary of Homeland Security outlined the minimum requirements for States and territories to comply with the new National Incident Management System (NIMS), a nationwide standardized approach to incident management and response. Developed by the U.S. Department of Homeland Security and released in March 2004, it establishes a uniform set of processes and procedures that emergency responders at all levels of government will use to conduct response operations. The Office of Grants and Training and the NIMS Integration Center (NIC) are aware that many jurisdictions across the country have already developed emergency operations plans and procedures. The purpose of this document is to outline several ways in which current plans and procedures can be modified to align with NIMS concepts and terminology. The five focus areas of this document include: the EOPs relation to other Federal Guidance, NIMS adoption, a checklist of Emergency Operations Plan components, NIMS definitions and acronyms, and the NIMS Incident Command System (ICS). Information is also included in this document about the National Mutual Aid and Resource Typing Initiative.
