CRR Measurement: Continuing the evaluation of community risk reduction programs

I'm afraid this article isn't going to be to pretty, because when you get into the details of evaluating community risk reduction (CRR) programs, eventually you need to get into the nitty gritty of actual measurement. So as part two of the evaluation article, I'm providing some examples for each of the service areas that comprise CRR strategies: emergency response, engineering, enforcement, and education. Other CRR strategies, including legislation, investigations, and economic incentives, will have to wait for another day.
