From scapegoats to good examples

Government administrations both national and local and other types of public authority are traditionally easy targets for criticisms about inefficiency and ineffectiveness. Any time "someone should be doing something about something", many people will agree that the "someone" should be the public authorities - and whatever they do is likely to be found wanting. Public sector organizations, at least in democracies, make convenient scapegoats for the same sort of reason that the elderly and weak make convenient victims for muggers and confidence tricksters - there is little risk of them fighting back.
