HPCL-Mittal Completes US$4-Billion Refinery in Punjab, India

HPCL-Mittal Energy Ltd. (HMEL) announced March 29 the successful completion of its 9 million-metric-ton-perannum Guru Gobind Singh refinery (GGSR) at Phullokari, Bathinda. Constructed for an estimated US$4 billion, the facility consists of the following: 1. Single-point mooring 7 kilometers (km) at sea, near Mundra, Gujarat; 2. Crude oil terminal at Mundra; 3. Cross-country pipeline spanning 1,017 km from Mundra to Bathinda and connecting various intermediate pumping stations; 4. Captive power plant with a 165-megawatt capacity; and 5. Petrochemical unit that makes polypropylene.
