The New England High-Resolution Temperature Program (NEHRTP) has been underway since early 2002 as a special National Oceanic and Atmospheric Administration (NOAA) research and development program with the goal of improving the accuracy and localization of summertime temperature forecasts in New England. The intent of this Congressionally requested program is that improved temperature forecasts will lead to more accurate forecasts of electricity demand by utility companies, helping these companies toreduce costs and conserve energy (see Stensrud et al. 2006 for details on this program). However, as this NOAA program was being designed, the team members realized that to understand and perhaps eventually influence the use of weather information by utility companies, we must reach out to them and the commercial weather sector and academia.
