Iraq's new government struck a first-stage deal with the semiautonomous Kurdistan Regional Government (KRG) on the region's oil exports during Iraqi Oil Minister Adel Abdul Mahdi's visit to Erbil on Nov. 13. The two sides agreed, "as a first step," that Baghdad would transfer $500 million to the KRG in exchange for the KRG putting 150,000 b/d of oil at the disposal of the federal government. A KRG statement said that a delegation headed by Prime Minister Nechirvan Barzani would arrive in Baghdad "in the next few days to develop comprehensive, just and constitutional solutions to all the outstanding issues."
