The Midwest miracle: One county's remarkable e-scrap program

In 1992, the year electronics recycling was first offered for residents of the Twin Cities (Minneapolis-St. Paul) area, a scant 11 tons of e-scrap were recycled. Fifteen years later, the annual recycling volume is 2,720 tons and the Hennepin County Consumer Electronics Recycling Program is renowned as a runaway success story. Chart 1 displays the rapid increase in tonnage collected over the program's 16-year history.
