IEA: Non-Opec Supplies Shrinking, Refineries Underutilized

The International Energy Agency (IEA) says governments will have to step up efforts to boost energy efficiency as the global economic downturn and sluggish capital spending keep non-Opec oil output and refining capacity seriously underutilized over the next half decade.
