The head of the International Energy Agency (IEA) said Tuesday that extending membership to China, India and Russia is possible, though it would be "technically, legally, diplomatically a tough job." Right now, IEA membership is limited to industrialized countries that belong to the Organization for Economic Cooperation and Development (OECD). Tweaking the rules to allow the three growing economies to be admitted would require the approval of the existing 28 members, Nobuo Tanaka told International Oil Daily in Singapore. "If our members agree, it's possible," he said.
