THIS ISSUE IS DEVOTED TO understanding cascading blackouts, with hints on how to reduce the frequency and magnitude of blackouts. Reactive power is a key element in maintaining voltage and synchronous stability and ensuring proper power system performance. Two aspects of reactive power in today's power systems are the best design and operating practices and the effect of industry restructuring. I was told this column should be "edgy," and I'll try not to disappoint.
