Implementation of the 'Polluter Pays' principle through load based licensing (LBL) encourages pollution prevention and reduction through financial incentive of lower pollution fees.It encourages fairness and equity in environmental protection licence fees among industries based on their environmental performance in reducing and managing pollution and risks and endeavours to shift external pollution costs from society to the polluters.It takes into account the load of pollutants,theiry harmfulness and the sensitivity of the receiving environment where the pollutants are rreleased.Environmental education for the community and the business and strict implementation of tougher national environmental policy and legislation like LBL are the ways for protecting,maintaining and regaining the rich and biologically diverse water ecology and environmental of India.
