FAS considers port tariff control

Russia's federal anti-monopoly service (FAS) wants to reimpose state control on port handling charges, including those at oil terminals, arguing that operators have increased prices too much in the three years that they have been allowed to set rates themselves. FAS says loadings are in some cases now the biggest single cost in the logistical chain. The transport ministry and market participants oppose the idea, saying it will stymie investment.
