Iran,which has been engaged in a game of political poker in which its nuclear program is at stake,has been brandishing the threat of using oil as a weapon in a variety of ways (see Editorial,page 3).It is thus not surprising that,in the days leading up to the OPEC ministerial conference that took place in Vienna on 31 January,the Iranians called for a reduction of 1 million b/d in the organization's production ceiling.
