President Barack Obama acknowledged this week that it may be difficult to get an energy and climate bill with a cap-and-trade program through the Senate this year, but said he still considers it the best way to boost deployment of low-carbon technologies. Obama conceded that cap-and-trade is the “most controversial aspect” of the policy debate in Congress, which may lead to it being passed separately from energy legislation, in response to a question at a town hall-style meeting in Nashua, New Hampshire, on February 2. “We may be able to separate these things out, and it's conceivable that that's where the Senate ends up,” he said.
