Obama Signs Bill to Block U.S. Airlines From EU Cap-and-Trade System Rules

President Barack Obama Nov. 27 signed a bill that bars U.S. airlines from participating in the European Union's Emissions Trading System (EU ETS) for greenhouse gases. The Obama administration has said it favors a global approach to reducing aviation emissions through the International Civil Aviation Organization, the U.N. body overseeing aviation. The European Commission has proposed to delay including flights into and out of the European Union in the bloc's trading system to allow time to reach a global solution through ICAO. However, it has said airlines will be automatically included in its cap-and-trade program in 2014 if a satisfactory agreement is not reached at the ICAO general assembly next fall.
