Siting and design of research reactors focusing on external events has not been a priority at the International Atomic Energy Agency (IAEA). In some Member States, conventional industrial design standards are used while in others the standards for nuclear power plants (NPPs) have been used. This safety report was written in recognition of this need. It recognizes the peculiarities of the different types of research reactors and provides a well-structured methodology to evaluate their safety during external events. It sets up a graded approach to address these issues. This approach allows for a suitable gradation of the requirements between the safety developed for NPPs and for conventional industrial facilities. The document is intended for use by Member State regulatory bodies, designers, analysts, and contractors for existing and proposed research reactors. I found it to be an excellent, well-structured summary for use in training of research reactor staff involved with safety analyses.
