US president Joe Biden’s frst major foreign policy address on 4 February was as much about assuring the world that he will retire his predecessor’s “America First” approach and fossil fuel-focused agenda as acknowledging that the US’ interna- tional brand needs to be fxed before Washington can reclaim global leadership. “America is back and diplomacy is back at the centre of its foreign policy,” Biden says. He aims to repair relations with allies and engage with the world on the critical common challenges of Covid-19 and climate change. But he hints that elements of the Donald Trump presidency will live on in his White House — tensions with China, trade competition and transactional diplomacy.
